Chances are that you are streaming programming produced in an aspect ratio wider than the HDTV standard of 16:9, which then gets "letterboxed" by your computer or monitor. Netflix, Amazon, and YouTube and others all have recently increased the amount of ultra-wide "Cinemascope-like" material they distribute, intended primarily for buyers of the latest generations of smartphones, many of which now have displays that can widen out as far as 21:9.
When you are streaming that type of program content there is absolutely nothing that Spectrum can do to modify the format to work on each subscriber's unique viewng platform. Complain loudly to those video producers, distributors, and the writers of their streaming apps to get their "stuff" together. No longer knowing the video aspect ratio is one of the inherent trade-off problems with "Cutting the cord."
