do the speed upgrades also include twc wifi hotspot access for 3/1 economy customers?

3/1 economy customers are being bumped up to 20/2 speeds. Do they now have twc wifi hotspot access?

No,  this access is available to only customers that subscribe to 

Standard Internet, Turbo Internet, Extreme Internet, Ultimate Internet or Business Class.

For our new Spectrum Internet plans our customers will have access to 

all of the Legacy WiFi hotspots.
