PassPoints: Some work, some don't, some unsecured ones do... Oh, and "partner companies"

There are multiple locations that my family's devices work well with TWCWiFi-Passpoint locations...  Then there's the few that don't work on the secured system but will on the very unsafe, unsecured TWC and "Cable" WiFi channels.  Uniformly, the signal strength was "very good" to "excellent."

This is a problem, how does it get fixed? TWC.

By the way, your "partnership" with Cox Cable in the greater San Diego area includes a bunch of unsecured locations.  Why not work to make:  1)  Signing on as a TWC "guest" easier (without having to enter a bunch of marketing-related information for Cox) and 2) Getting a secure channel for us to use.  The only time anybody has ever messed with me was after I did e-mail at an Apple store.  Unsecured WiFi is big trouble!

Never EVER use an unsecured wifi hotspot for anything requiring a password, and be careful about the secured ones you use, they could be fakes using 'man in the middle' attacks against you.
