Speeds up and down are going to depend on what the local carrier can transport across their existing cellular network, and also on the contract terms for Spectrum adding additional phones on that network. Lots of times the "big four" network operators set slower speed and lower volume limits for customers under a bulk carrier sharing agreement. A few companies only allow one or two Gigs of data per month at 4G LTE speeds; after that the speed drops back to 3G levels.
I'm in NE Ohio and I am getting these speeds consistently. I've had service now for over a month, no issues thus far.
