I suspect that you are watching some 'channels' that are only offered in 720p, rather than 1080p.  Those programming suppliers don't usually send their video material to Spectrum in full 1080p format; it may also be heavily compressed to fit onto a broadcast subchannel with reduced bandwidth.  That forces your set-top box to first upscale the incoming 720 source material to 1080p output on the HDMI cable.  Then your set has to perform the second upscaling to its final display resolution.

since when does spectrum offer 1080P??? the highest i have seen was 1080I on all of the boxes
