Is VoD supposed to use a DVR's tuner?

On a dual DVR tuner setup, it was scheduled to record 2 new episodes. I was going to watch a 2 hours VoD, but it told me there was a conflict. Is this normal?

TWC never went to using the box's docsis 3 modem to pull down video (maybe as one of the 2 tuners)or from a fake cloud based playback "on demand"

So yes, you can record from one tuner and watch a second channel on the 2nd tuner

There is no 3rd tuner

The portal that the VoD uses is actually a channel in itself: so that means it will take up a tuner to watch, just like trying to watch a 3rd channel while recording 2 other.
