While on vacation in Jamaica, I was allowed access to the internet via WiFi. When I tried multipletime to send email I got a message that maile.twc.com would not send my emails due to a time-out problem. Why?

Email is not supported of of the US. You can use a service like Mail2Web if you like,
many have reported good experiences.
