The message is a warning that you have somehow connected to a Spectrum WiFi HotSpot instead of your own home network.  The access timer has expired and disconnected your computer from internet access.  The HotSpot wants you to log in again to restart the timer before it will give you a fresh new internet connection for 30 to 60 minutes.

It sounds like you live very close to a Spectrum HotSpot location, but you know the SSID of your own router's WiFi and you should connect to your own network instead of some one else's hot spot.

***  EDIT /  UPDATE   ***

If the error message text you received did NOT include "Spectrum," you are probably using some other internet provider's HotSpot instead.  It could be AT&T, McDonalds, one of your neighbors, your local government, you name it.  But it's not your own WiFi unless you recognize the SSID name.
