Upload speed problems

So for about the last 6 months since Maxx has rolled out I have had major upload issues. Before maxx I was always 63 download 7 upload like clock work no issues. Well now the problem is mind blowing

I have had all new coaxial installed in the house, new modems, new ends installed on poles at street and today finally a new drop which I was told was the guarantee fix. Well here we are again at 1130 at night (which is when the upload tank) now my uploads are not as bad they were 23 when tec left and around 10 they were 8-10 but I was doing a speed test while watching usa channel HD when the speed test started calculating upload my channel went fuzzy. Every time I do this once upload is being tested channel becomes scrambled until upload complete

I guess I'm hoping someone can register this as a problem and share some insight with me? This issue is just an occurring nightmare that can't be solved. Today's tec was extremely smart and really was thorough I even showed him all my modem logs with errors and he seemed to lead the problem being the drop line.

Weird he checked with his machine at modem was getting small errors he didn't like, when he tested at drop line on house same issue. Once he climbed poll to test issues vanished so he concluded drop was the problem. Now it's back to problems as they were very inconsistent upload speeds as low as 1 maybe hour later 20 then back to 1. This may sound crazy but I've video'd to prove I'm not crazy. Does anything jump out? I'll post my current logs below. Any help or insight I can pass along is grateful

Turn off IPv6 and any cloud/sync, onedrive and see if speed is still slow.

 What sort of router are you running?

I can't turn off ipv6 because I use the arries supplied by twc for my maxx speeds and phone

You can turn off IPv6 in your computers.

Especially if you have Phone service, I have not heard if the 1672's  ever had the IPv6 issues resolved.

My Samsung DVR box. I was watching usa channel in HD while performing a speed test. During download portion of test nothing all was fine once upload portion of test started my channel became scrambled until upload test was finished. I tested this 3x all 3x channel scrambled

Trying to give as much info as possible

All new coaxial ran in house, just had drop line replaced, there's one central gain box twc installed in attic that all coaxial runs off of to there device. So main coaxial entering house runs to splitter which has 8 ends. All Ends Are Used But 1 We Have 6tv's And Of Course Internet. So 7 lines running off splitter to their DVR box and 1 to modem
