Upgrade to Ultra 400/20 stuck at 200/20

Hi, I just upgraded my internet service from the 100/10 plan to the 400/20. I purchased a Netgear 600CM modem because it was on the approved modem list. It provisioned fine but speed tests seem pretty much stuck at 200/20-- each speed test jumps up to about 170mbps and then slowly creeps up around 200-208mbps. Upload speeds are good, at 20-22mbps. Ping is 10-13ms most tests. I'm in Granada Hills, CA (91344)

 

I am trying both a desktop PC through an Asus AC66 router and a direct gigabit ethernet connection to the modem and seeing the same speeds and patterns in the speed tests, on both fast.com and speedtest.net (and the Spectrum speedtest pages are even slower)

 

I have only Internet and Phone service. Phone is served by a Spectrum Technicolor modem, so I have 2 modems with a splitter connected to the coax. I took the splitter out and connected directly to the Netgear modem with no change, so it's not the splitter causing the issue.

 

I have a service call set for tomorrow but I was hoping I'm just missing something "easy" that can be done. Customer support reprovisioned the modem a few times with no change.

Hrrrm, a few dozen more reboots and a few hours later and I'm suddenly getting 480mbps on speedtest! Crazy... I guess it's working now....??!

Sometimes the provisioning doesn't happen immediately but can take a few hours to process.
