Only local with a strong signal is ch 38.

unknown why there's issues on the others.

This can also be an overloaded node or a lot of other customers with bad connections.

 

What does a tracert to google.com look like when this is slow?

The next time it fails (probably any day now) I'll do the tracert and report back.

post a tracert when it's fast and another when it's slow to do a comparison.

 If hop 2 is the issue it could still be bad connections from you and the neighbors slowing the node down, If hop 3, it's probably an overloaded node.

I should have said, I don't see a big difference other than the fact that after the reboot I am able to download at normal speeds.

lots of * timeouts though.

make sure the router has the NTS time server on and set to the proper time zone and the DHCP lease is set for a day. Turn off WPS  and IP flood detect

 See if some device has cloud ,sync, onedrive or dropbox hoarding all the bandwidth, slap a QOS restriction on that device.

I don't think its the router - whatever the settings are they have been that way since I deployed it 4+ years ago and I've just recently starting having issues. In addition, I spent time with TWC on the phone and they made me go through the isloation of the router and the modem and its definitely failing on the modem side. When I plugged a laptop directly into the modem it still fails (assuming it was failing already) and then when I power cycle only the modem, all is fixed. The router is completely out of the picture during these experiments and re-inserted after the fact. Whatever is occuring is either a fault in my modem specifically OR on the line side.

What I've seen happen is that Dropbox and Itune sync start up after there's an internet connection for like 10 or more minutes and start hoarding bandwidth. Resetting modem drops the connection and speeds pick back up.

I'd also bet Cloud, onedrive, spyware and malware is simmilar.

 windows network resource metering and netstat may help isolate the issue down to a specific machine. and application/process

do a command level netstat. you'll see the servioces you're connected to, antivirus is idle, others are waiting or active
