Looking for some help if anyone is able to. Thank you in advance. I am located in Lake View, NY 14085 in a newer development with new housing going up. I only have internet services through TWC.
I bought my own modem last month instead of leasing - TP Link TC7610. I use it with an apple airport express router. Ever since adding my internet has been extremely slow and the past week or so it is down to 1-2 MBPS upload/download. I have the standard internet so should be getting about 20 MBPS. I called yesterday and was told that everything was fine from Time Warner's side, although they saw some "T3" timeouts that lasted a few seconds. They told me to call the manufacturer of the Modem. I was able to login and found the following codes - I"m trying to figure out if this is an issue with the Modem or with Time Warner's service. Thanks in advance.

Are you having this problem while hard wired directly to the modem, hard wired wired directly to the airport express, for via wifi? What plan are you paying for? What were you seeing prior to changing out the equipment?
You have 2 skipped DS channels indicating noise or broadcast TV ingress.
They would be TV channel 49 and Tmobile's 4G users at 699 mHz

Also, did you factory reset the router then till it to auto detect WAN settings?

The key is most likely the very last line of MsRaye's reply: After you physically change the modem you MUST reset your Apple Airport Express router to factory settings.
First disconnect the router's ethernet cable from the new modem. Then reset the router's internal settings to factory defaults That is usually done by depressing the reset buttion for ten seconds or so. For specific details read the instruction manual that was in the package when you bought the router.
Next, power cycle only the new modem unit. DO NOT power up the router until AFTER your new modem is fully stabilized. That means all lights are steady and the correct colors, except for the ethernet connection LED which remains unplugged.
Now you can plug in the ethernet and power cables and switch on the Apple router. It will have to learn the Spectrum network settings and IP address being provided by the new modem. The router will hold the system data from that specific modem in its internal memory until you push the reset button again.
