I agree, ive had this EXACT Issue like hop 5 7 and the riot direct have extremely high ping. I live in the New york Area and ive had 2 technicians come to my house both not fixing the issue and a new modem being given. Its effecting not only league but other games like overwatch etc....
Modems don't fix backbone issues, complain to the games you're paying for, they can put the heat on the ISP's as you can cancel your contracts with them.
Been hammering TWC and the issue was fixed...for about 4 days. As of now the issue is still ongoing and twc reps are flat out denying it's their issue at all now, citing that I never even had a ticket open for a prior issue.

OK,this is a potential problem, it looks like you're going thru 2 NAT routers..
1 <1 ms <1 ms <1 ms 192.168.2.1
2 <1 ms <1 ms <1 ms 192.168.0.1
What is the modem and why is it running nat not BRIDGED when you have a second router after it running NAT?
Gaming thru 2 NAT's is bad... very bad!
next, it appears there are issues in the Austin Texas regional data center with several servers. Report those 2 IP's to them
Sorry was in a rush posting the gyazo's before making sure they were direct wired, I never game without it being hard wired.
The issue still persists, also where exactly can I contact the Austin Texas regional data center. I am searching for where to report these ip's.
I've been able to get transfered there during normal business hours using my credentials for RF-coaxial issues.... Call the number in Hendon since TWC won't address this properly. You can also try the twc private( secret) forum over at DSL reports...
