What is the issue right now though? I haven't changed anything in my setup except for the new modem today.

What was the issue with the original modem? Throwing modems at a node or signal issue is fruitless.

 What else is on your network? Something hoarding bandwidth or running IPv6?

There was no issue, the tech just assumed that the modem must have been causing slowed speeds. Nothing was on my network after disconnecting everything wireless .

Ok, so the issue was slow speeds and a new modem didn't fix them...

Call TWC back... I can't tell much more since there's no user viewable corrected or uncorrected data...

Forward/Receive levels critically high.  Just too much.  Unless there was a new amplifier added by you, this isn't something you can fix without our help on-site.

I also strongly suspect your modem has the wrong bootfile on it.  Which means that we need to really check those internet service codes closely,it might be just some old codes that need to be updated.

i.e.: needs to be EK022 for accounts in 2016, which is the $10/mo (in most markets, some are $8/mo)  rental fee for the equipment that you see on your bill. All billing service codes must be correct & current, or wierd & non-functions stuff starts to happen. These codes are the foundation of every account type out there.

He assumed wrong then.  Take it from me (and I work for TWC), you need help getting this corrected.
And please, if you call in about this, ask that a coaching opportunity be put in whatever phone tech/agent you talked to that said "there was no issue"; as we can pull that call recording and coach if necessary.  I'm just going off of what you're saying (assuming your words are 100% accurate), but if true this sounds like somebody trying to avoid sending a tech to pad their stats (which is serious, and not tolerated).  It's not fair to you and not fair to whomever you will be talking to next at TWC (most customers in your situation vent angrily at the poor next agent who gets the repeat call, even though it was was nothing they did, such is the nature of the job )

This high forward / downstream signal power is also causing some slight packet loss with your return / upstream signals. Nothing serious, but it is measurable:
