twc/ spectrums home IP's are pretty stable
just be sure your modem is a modem only and you're using a seperate router and both are on a UPS
It could as simple as that @manimik just wants to avoid DHCP on his LAN when the modem or router resets after a power outage. THAT we can help him with. NOTE: This will not work if you rent a combination modem-router gateway unit from Spectrum.
First, set your user-owned router to begin its DHCP addressing at 192.168.1.100
