It's not a TWC issue, so don't bother them. You'll need to determine what's limitting thae wan to 100 base service. if you see 1000 with the router bypassed, it's the router settings or hardware.

So it is my router, I am not having any new problems and most of the latency is gone.

So it looks like the last thing I can do is work on replacing the router, right?

Yes, it's time to go shopping again.  This time look carefully for the router package where it says "Gigabit WAN and LAN ports."  Don't be brainwashed by the part where it says "Up to  1900 Mbps wireless."

If the complaint from thread highjacker @TXIssues99 is the  same as original poster @Albatross11, then he will see no action from the FCC.  The Linksys E2500 router only has a 100 bTX WAN port, it can't go any faster.  Certainly not a wise choice for a 200 or 300 MBps connection, but at least it's not an all-in-one!
