The routing you're getting is bonkers: looks like TWC lost the path from Severance to Lakeside or is no longer using the fiber along the  lakeshore conrail RR tracks .

 It's strange that no one else in the area has complained.

you have something configured wrong in the second router.  are you sure you have it's WAN port connected to one of  the first routers 4 lan ports?

 Is there some device connected to the second router hoarding all the bandwidth?

I'm cautiously optimistic that the modem may have been the culprit. I got a new one (ARRIS SURFboard SB6141) and activated it last night after I kept getting "no internet" notifications on ethernet and wireless devices on Wednesday and Thursday; had to restart the modem several times over those two days. I'd left the second router unplugged in case it was a configuration issue. Now the second router is the only router, since the new modem doesn't have wifi capabilities and just has one ethernet port (so setup is now coaxial cable to modem, modem to router via ethernet cable, router to computer via ethernet cable).

Ping seemed to be pretty stable last night when I played a few multiplayer games-- it never went above 55 ms and stayed at around 30 ms for the most part.

 

I'll keep posting here if anything new comes up, but so far from my experience last night/this morning this seems to be a significant improvement over earlier this week.

Direct connect a computer to the modem and see if the tracert remains high

last tracert:  hop 2 indicates a coaxial line issue or possibly a router issue.

 Have you reset the router to factory defaults after you replaced the modem?

 if a second computer and no router still looks bad, it needs twc out if you have everything tight.

Repost the signal level page, let's see if something is changing..
