Hi, lately I have had issues with starting a stream up and here's a general gyazo of the unstable connection I recieve while streaming.

I will glady follow up with any information needed, I will also note that before the reset there was around 3000 uncorrectables on each channel over the course of 5 days.

that's really bad, and is a bad connection or amplifier... Get TWC out, it' can't be fixed over the phone . Where are you?  looks like NC tv channels.

I am in san antonio texas so nowhere near NC.  I have updated my data with more lovely uncorrectables and have sent out for a tech tommorow.  Is there anything else I should tell him to specifically check on?

First, before anyone suggests that Speedtest is lying, you need to know what is actually being measured. The differences in uplink and downlink speeds being  reported between SpeedTest and your other Gyazo gimmick show that your data is moving at least twice as fast through TWC's network as it is across the internet after it exits TWC.  There's an external bottleneck out there beyond the TWC boundary which greatly increases your end-to-end 'ping' time and is killing your data speeds.  You can run traceroute to get the IP addtress at the blockage.

Next, the high number of uncorrected errors indicates either broadcast signal ingress or a malfunctioning line amplifier that is generating garbage on the (shared) channels that TWC is utilizing for your modem connection.  That amp could either be part of TWC's installed cable plant or it might be something a neighbor installed in his home to raise signal levels to a TV set fed by a long piece of marginal coax cable or too many splitters. 

Once you have checked and tightened all the connectors in your home, figuring out which of the above is the cause and then fixing the problem is a TWC job.  So get out your 7/16 wrench, loosen, inspect, and retighten each and every cable connector starting where the drop line enters your home and going all the way to every connected device - TV set-top converter boxes, Digital Tuning Adaptors, DVR, and of course your data modem.  That will save a lot of tech time along with some embarrassment if the tech finds a bad home built extension cable.  If you find something broken indoors, fix it as best you can, reset the modem and wait at least twelve hours, then capture  a new set of signal level data and post it here so we can compare.

NC and Austin TX have the same channell allocations. looking up zip 78254, it shows tv ch's 18-19-20 on air and that seems to be where uncorrecteds are the worst indicating it's broadcast tv ingress from bad coax connections... If everything is shiny and a tad more than finger tight, It needs TWC/Spectrum  out, is probably a corroded or chewed up outside line...

 

Good luck as a lot of manpower is allocated to the hurricane cleanup.
