I apologize in advance my for lack of knowledge in the technological aspect of things, but I've been having an issue with my internet ping/latency for the past three months, ever since I moved to STATEN ISLAND. I've had TWC for many years now with no problem but ever since I moved the problem started. I've reached out to TWC many many times through 
on-line chat and phone calls; to receiving on-line support where they just changed channels and/or frequencies I believe, and having three technicians sent out to my house with no success. I was even issued five replacement modems (two of which were mistakenly sent back to back -- a modem that only supported phone services not wifi). I'm STILL having the issue and literally no one can tell me why. Which is why I've come here. This issue happens around 7PM or 8PM all the way to 11:30PM or 12AM. If anyone has any idea on how to help me please request any kind of information from me pertaining to this issue I will try my best to provide them.

EDIT: I posted this after being instructed to factory reset my modem by TWC chat. I probably shouldn't have since it won't be as accurate anymore but I will continue to update.

EDIT #2: The ping has went back down to normal @ 12:35 AM

A first suggestion for getting started would be to read the article titled

   which is pinned near the top of this forum's topics list.

One potential issue is trying to use both IPv6 network and telephone connections through the same modem.  Another problem is that the cable signal levels from the street are too high and  not uniform.  A third distraction is the general interference leakage throughout the NYC metro  area due to years of poor infrastructure maintenance.

1. I don't really have telephone services at this house so I guess that eliminates potential issue #1 (?)
2. Since you mentioned it, I went out and checked that the cables/wires from the streets are a bit high (several feet above the highest point of any house in the neighborhood) and tons of the cables are sort of wired or tangled around each other, don't know if that's normal.

How would I go about solving the issue say if the problem was potential issue #2 and/or poor infrastructure maintenance?

Good luck trying to get Spectrum to spend any money fixing things that were broken and getting worse under TWC for more than a decade.  But you can call them and point out the tangled mess of wire hanging in the back yards.

Welll, that sucks. I will definitely call about that -- in the mean time, does my modem's downstream/upstream and tracerts suggest any other potential problems? I'd really hope the issue isn't just the mess of wires because that'd be embarrassing since all four technicians couldn't figure out what was wrong... (or saw the wires and didn't bother to take care of it).
