There are lots of things it could be, but it does not appear to be the modem.  I had a similar issue years ago (before DOCSIS 3.0) and techs replaced all the house cabling, wall connectors, cable ends, the entire box outside on the house wall..... and after a short time the US level would rise and drop all Internet again.  They finally looked on the pole at the street, found a connector that was actually scorched like it was burned, and the amplifier at the pole was full of rainwater. 

Bad or loose connections, corroded connectors, squirrel-chewed cable at the poles, bad amps, wrong filters, and many other issues can cause your symptoms.  until 3rd Tier support starts monitoring your connection so they can see what happens WHEN you are actually having the trouble, they are just playing guessing games, and not bothering to look all along the route from your modem to the hub.

levels aren't flat indicating damaged line or a splitter that's bad or has open coax on a port.

This needs twc out and hopefully a different technician

 Has the line from the pole to the house been replaced?

Yes the tech replace the line from the street to my home a few months ago. The line goes straight to a gray box. Then straight to my living room to the modem. The line from the gray box to the living room have been changed a few times. The tech said that there are no splitters hooked up. No other cables currently connected in my home. Only the 1 cord for my modem. It worked great the day he was here. But that night I believe it did rain for awhile. Maybe the rain is getting into the gray box. Or maybe into something up onto the pole I have no ideal. Maybe something else is going on. I just know my internet modem keeps rebooting like crazy. Lost internet several times today. Only going get worst with the hotter weather I am sure. Probably have absolutely no internet in a month at this pace. I recently noticed something. I have pics showing Downstream SNR at 42s and some pics at 35s are those jumps fine?

There is a line issue. your upstream is too high and won't level, your downstream has a non linear slope to the levels indicating that the line is damaged somewhere.

This is what is says today. Under product info it says uptime  0 day 2hr 14min. Kinda impressive honestly. it was rebooting every 10 min or so the other day. Anyhow here is the current status and events. Look at the corrected count.
