The CMTS is messed up and is sending a bad channel map to your modem or those 2 qam channels have issues

.  If the file, Probably for the wrong manufacturer or model number, That's the only way I see that 2 are 0 dB s/n

 This is a tier 4 issue, good luck getting tier 3 on this to escallate it to tier 4

The technician came out and said there is a possilbilty its from the cable going from the house to the tap and left. I hooked up the modem directly at the tap, still same problem, channels 15 and 16 not bonding...
I am also currently trying the modem that they provided and its the same issue

If this is the modem right out at the tapoff with just a short cable, they need to get the bucket truck guys out to fix the tap/amps or whatever.. That Downstream signal level is too low

THIS NEEDS THE CALL ESCALLATED TO THE PROPER DEPARTMENT!

What i'd do is take the modem out to the grounding block and see if the levels are different and if not, out to the tap... 

 Need to prove it is or is not the line...
