On Tuesday 02/23/2016 at approx 5:30PM I viewed the last few minutes of Middletown NY centennial party held at Kuhls Highland House in 1988. I would really like to watch the program in its entirety. How can this be done?

Contact the channel it was on directly, I assume a local originating station.
Yah, if it was on a Local broadcast channel that doesn't offer any OnDemand or Lookback, most likely you will not be able to view it again. Decent chance it is on Youtube or maybe you have a friend/relative that DVR'd it?
It was on the local events channel 23. Ive tried to locate it on YouTube and Google search without success. Sad to think there's a video TWC has and I cannot view it in its entirety. I would like to think TWC or the local events channel could provide a link so that I might possibly access it on computer.

Contact CH23... It's probably owned by your community and not TWC.

Which Middletown are you in? There's 4 of them in NY state, lol.
It looks like access23tv.org or .com were the old websites, all are dead links
Contact your citys historical society or city hall.
Im in the city of Middletown, NY Orange County zip 10940 lower Hudson Valley about an hour north of NYC.
Contact your city council, they should have a contact for the local access ch 23.. The ones I've come up were from 2012 and all broken links
