If you will post some traceroutes to the site (s) you are having problems with as 

well as some continuous ping tests (3-5 minutes) we can take a look.  

What overall speeds are you seeing? Hardwired ? Wireless?

I've been having this very problem for the past couple of weeks. I still get this problem on my mac and windows machines. Rebooted both my modem and router and all my workstations and still expierencing this problem no matter what time of the day and I have the 200/20 plan. I do a speedtest and shows my bandwidth at full speed and the youtube buffering is becoming very annoying. Please troubleshoot this issue.

Ran several tests from home side by to the exact video.

 

The moment i switch to any form of HD quality the video buffers and i basically end up not watching the video at all. I have the 300/20 plan at home. Before Charter took over, i was getting 380 Mbps down and around 45 Mbps up. Not peak speed, that was my average. A month after Charter I can't even hit 250 any more. Was talking to a friend of mine, who moved houses in same city. Time warner refuses to put him on the 300/20 plan at the new location even though, that was his subscription at the old place and at the new location his neighbors have the exact same subscription. They throttle his speed to 100 Mbps. 

 

I work at the data center in Los Angeles, with a 1 GiB/s simply dedicated to my station.  Absolutely zero problems for same video because its business class. BTW they work place is literally 3 miles from my house. 

 

They are clearly throttling. Video is **bleep**ty on Netflix, Youtube and all the major streaming services. I download ISO's from Microsoft, or Harddrive backups (e.g. 400 GB images) they download flawlessly at around 38 MB/s, and at the same time if i shutdown the downloads play a youtube video. can't get it to play past 480p.

Im glad this thread is starting get some attention!

 

It is utterly inexcusable for something like this be going on... continuing to be going on! Spectrum is clearly up to something and it's incredibly frustrating that Im giving money to a corporation thats not providing me the quality service I expect every single day. 

 

Julia, I don't have the time or patience to go through a laundry list of complex tasks that the average user has no understanding of. I expect you to report this problem to your superiors and have them run tests of their own. I'm not mad at you, I'm mad at the corporation you work for that is clearly up to no good. Please...SOMEONE reassure us that someone is looking into this and is working to resolve it. I don't want any more troubleshooting crap. Just from this small group of people, it clearly shows a commen problem/ trend. 

 

I live in the San Fernando Valley. Chatsworth, California to be specific.

@BlazednSleepy with respect, without these tests from the specific locations of the people reporting problems we will not be able to determine if there is an issue and where the issue may be. 

 

We can not test from your home to the server, that would need to be done by you. Traceroutes would show us where the problem exists, ping tests would display to us if there is any packet loss on the connection. Without looking at your specific connection to the network, signal levels, modem logs etc we would have no way of diagnosing the issue. You indicate that this is a trend. Without knowing where each of you are, what parts of the network you share, if any, are we able to point to a trend. 

 

If you would like direct support on this, we would suggest you contact TWC directly. If you are interested in having your peers here help pinpoint the issue those tests and checks would need to be done.

This is all that I got. Now unfortunately my application won't allow me to run ping tests or traceroute test on specific video url's from youtube, only youtube.com itself. This obviously doesn't help much because IT'S THE VIDEOS THEMSELVES.

Just want to jump on and express my frustration with the exact same issue. I'm also in the San Fernando Valley (Porter Ranch) and the throttling on Youtube has gotten worse over the past few days, and particularly bad during "peak hours" (8PM), I'm on the 300/20 plan and wired directly into the modem through a network switch. Multiple speed tests show nothing wrong with the connection with speeds well over 280mbps, but Youtube videos will crawl when loading, requiring minutes to wait for the video to buffer just to play back at 720P.

 

Right clicking on the video and showing the live stats, I can see the connection speed is running at a measly 1100kbps. Have not had this issue for the past few months, but now it has come back worse than ever before. I'll do my best to try to run the tests this weekend, but I just wanted to voice my frustration with this issue. Glad to see I am not alone and I really hope this can be fixed asap.

I am having the same exact issue and have been since I moved to Ontario, CA. This didn't happen in Fullerton, or when I lived in Ontario a year ago. This is unbearable to the point where I literally cannot watch youtube videos because it will auto lock them to 240p and raising the quality will make them buffer until the end of time. Tried watching a video at 1080p and it took 20 minutes to get through 4 minutes of video because it was constantly stopping to load at 800kbps. 14. Connection issues literally only occur while watching youtube videos. I've tried everything to get the speeds up and nothing works. If I right click and watch the stats for nerds on a video, it always shows <1 mbps down

15. I've tested with fresh boot with nothing running, on my phone in multiple ways, and on a laptop and the issue always persists

It seems that this always happens starting in the early afternoon. I was getting 80Mbps down this morning and now it's dropped back down to 800kbps. Google's youtube quality report shows that this is common for 10-15% of people around this time. Why is this happening? I'm part of the <1% that gets low definition video
