Yes, I have started facing same issue as you, i.e. netflix stopped working on pc (Windows 10, Chrome) since Friday, 9/9. Android app is good. Consulted Netflix cusomer care and they too reported some issue with TWC..

This is something that we're now starting to see and we have our engineers currently investigating with Time Warner to have a resolution. As of right now we don't have an ETA , so I recommend that you keep a close eye on them and try back periodically. Or if you would like you can chat back to check on the status of this. I would like to thank you again for bringing this to our attention. In the meantime you can continue to watch on any other device as they are working as intended, we don’t want you to miss out on any of your favorite movies and shows while we solve this. Everything will be back to normal. You won't be needing to perform steps on your end. All the thumbnails and missing art will be replaced as it was before."
