https://www.timewarnercable.com/en/support/faqs/faqs-internet/twcwififin/why-should-i-save-my-twc-id... says it stays in, but I cannot figure out how to not to always save, and log out/off.

Julia, I don't want to always be logged in this iOS app.
Will you be using multiple signins with the application or you are just looking to
close out the application?
You can log out of the application using the small gear Icon on the upper right
side of the screen. Click that and then Logout at the bottom of that menu.

Um, my gear icon is at the bottom center, not the top right. Top right shows "TWC ID...", "TWC WiFi Usage", "Manage Devices for TWC WiFi", and "Request a Hotspot", "TWC Apps", and "Help" options.
I forgot to mention this is on a very old iPhone 4S with its iOS v9.3.5 if that matters.
What version of the App are you using?
It sounds like you have not loaded the last few updates.
If you will check that for us please.

It says v5.5.6. I just downloaded it yesterday after midnight PDT. I assume it is the right version because it shows Spectrum brand.
My apologies, you are correct. The only way to "Log out" is to close the app.
If you are wanting to add devices you can do that by clicking the icon
that looks like a deck of cards and select manage devices for TWC WiFi.
Are you just looking to login with a different account all together?
