"Reply" Button is "greyed" out

Signed in with my TWC ID.  Obviously, if you are reading this, I can create a message.  However, when reading other threads, including one's involved with current problems, I can not reply, as the "Reply" button is "greyed out".

 

What do I need to do to enable the reply function ?
