I have a zte max duo running android 5.1.1 and recently installed the spectrum tv app. I logged in and immediately got an error telling me to disable my vpn settings, however i have no vpn set. I never used a vpn on this device. Any way to force the app?

Go into my services and change your password. For some reason, that's the only way to get the aps to work on Spectrum if you were a former TWC (legacy) customer
