No it doesn't. We had already purchased the tv based on what the time warner technician told us and we can't return it. To little to late.

I got the same problem with TWC TV app. I went to Costco and decided to buy 2016 Samsung smart TV, model UN65KU649DF b/c I saw on the packaging box a picture of TWC app along with Netflix, Hulu...
the TWC TV is not there regardless of how I have tried, and I spent twice to have Samsung tech support, went through via remote management for troubleshooting. They gave up! ( even with the latest update).
Question for TWC tech support, since Samsung only provides the platform which is their smart hub, and individual company like Netflix, TWC should be responsible to develop its app to be included. Am I correct? So why your company advertise TWC TV on this TV model?

So nothing new on this question since 2016. Had this issue when my son bought his 4K TV, only to find out the app never completes the download or installation. Found out that it is an issue with Flash supported in the OS! Aren't these smart tvs based on a Linux kernel? Ended up getting a Roku box, which turns the TV remote into just an on/off device.
Fast forward to mid 2017, and it is my turn to buy a new 4K TV. Still the same issue? Unbelievable, and new 2017 Samsung TVs are now no longer supported.
It gets worse. Adobe is killing Flash as of 2020, to give developers enough time to do the switchover.
So the question is "when is Spectrum going to have the app available based on something other than Flash, for the new generations of TVs?
The only benefit so far is the geeks at Best Buy are now knowledgeable on the problem, they weren't last year and I had to educate them after signifcant research and trying to fool the TV into loading Flash!!
