When my iphone got my home wifi initialing got an IP like 192.168.x.x, but after few minutes that IP switch into a static IP like 248.135.x.x (my router is a Motorola).
Is this normal?

That's not a static IP, I think it's the public IP of your cell carier!
Per the ip lookup tool at speedguide.net, 248.135.xxx.xxx - IP address is in a reserved range.
Are you sure it's not picking off a 3G or 4G cell system?

Thank you for your answer.
I turned off my wifi and checked "what is my IP?" The result was: 172.58.x.x
I'm still confused
