01. Location is San Marino, CA 91108/Single Family House.

02.Internet service is Spectrum Internet Ultra ($94.99 per month).

03. Spectrum provided modem: Arris MTA Model: TM1602AP2.

04.Using Linksys EA9500 wireless router.

05. Arris modem firmware name is TS0901103J8TW1_010918_1602.TM_PC20_TW

        Firmware build time is Tue Jan9 16:21:59 EST 2018.

06. Arris modem is Online and confirmed with correct serial/mac with a green dot.

07. Purchased speed is 300 Mbps.  Spectrum Speed Test: download 150.6 Mbps/upload                  23.6 Mbps.

08. Symptom is download speed not at 300 Mbps using a wired connection.

09. Modem's signal, downstream and upstream, and event log pages:                                                             http://192.168.100.1/cgi-bin/status_cg.

         In case the link is not working, I copied and paste the data below.

10. New cables from outside of house to inside of house.

11. Using cat7 ethernet cables from modem's ethernet port to wireless router to computer.

12. No recent events or upgrades to system or neighborhood.   Same old Time Warner                     cable equipment on the sidewalk.

13. No problem with any online websites.

14. No connection problem/just not receiving 300 Mbps for download speed.

15. No background tasks running during downloads.

I can think of two possibilities for this; one is a recent customer solution.

1)  Your modem's boot file may not have been correctly updated by Spectrum.  It costs nothing to ask them to ensure that your account is coded for 300 Mbps service and refresh the modem.

I am sorry for the delayed reply.   I have returned from my business trip and had the opportunity to follow the suggestions in your reply.   It was a Windows 10 issue that caused the internet speed slowdown.    I enabled the "Receive Window Auto Tuning Level" and the Speedtest result showed 342 mbps for download and 23 mbps for upload.   I am very grateful to you for spending your time to help me.  Again, tip of the hat to you.

Thank YOU for confirming that option #2 in my note resolved your speed issue.  You are the third person to report that the Microsoft Creator Update changed your ethernet settings in a negative way.

Good that this got fixed!

 

This feature is supposed to be enabled by default in Windows 10.  But if your router or firewall is old causing connectivity problems, it can be turned off.  It has been around since  Windows Visa:

I think this 1803 build is the April 2018 Update.  The Fall Creators Update, build 1709 was the one before that.
