The cable man let me know it's all the lines going to the Apt's and there is not a lot that he can do to fix it. He says this place needs all new lines put in and the city that owns this places will have to pay them to do so. And he says they are never going to do that at all. He put in a new cable modem after he seen the one that I have was rebooting. He got to see it do it. This new modem has not yet rebooted. This is the 2nd modem this week. The good news is it not at all like the other ones was. So maybe this did fix it after all.
post the new modems signal level pages, let's see if it's any different from the old one.
Are you in a building with external lines to each suite?
Can you take a photo of the box they all run into?
I am in a 10 floor high rise on the 8th floor. The cables go up to ea suite from a room on the 1st floor. They are not running inside the wall. They are coming up from the floor in a bathroom closet. And by the look of it the cable lines was put in after they built this place in 1975. So if they wanted to they can run new lines. It just be a lot of work, cost, and time to do so. I have no access to that room to take a photo. Downstream

OK after I posted last time my upstream was back down to just one channel and the power was up to 57 dBmV.
I rebooted the modem and it be OK and boom back to one channel on the upstream and high power.
I just happen to look in the back of my computer setup and seen that I had a orange outdoor extension cord that going in to a power bar surge protector on top of my desk that i had my phone, tablet, and a laptop on. (Note: the modem was not on this.)
I never did think it was the extension cord doing this at all. I just did not what it there.
So I removed the extension cord and reset up the power bar surge protector so I can just plug it in to a wall outlet. I do not know why it was not setup in that way to start with.
After I did this I rebooted the modemto see if I can get the power down on the upstream.
And it came back up with all 4 upstream and very good power for the upstream and downstream. And has been that way from that time. No reboots no slow net.
Just working very good. So it was the extension cord all this time. Hmmm??
OK this is a new one on me. But how?
May have been a bad or noisy ground connection . That can induce noise.. But, I'll bet there is indeed a building issue
APT's are horrible witth all sorts of ground loop issues.
