Inconsistent Speeds. Are my modem's level's messed up?

So i've been getting really inconsistent speeds for about a year now. My speeds will go from 110mbps to 0.50 mbps at any time.

Yep...you've got some pretty severe coax issues going on. Too many splitters, loose connections, chewed up lines, water leakage, etc.

If you're internet only, there should be no splitters in line....

You're lucky it's working at all, both up and downstream are out of spec

 There is loose corroded connections allowing ingress from nearby 4G cell sites  as well:

I had a tech come out today and he was able to fix the issue with the downstream levels. The problem is that I'm still getting inconsistent speeds. I've noticed you were talking about channel 13 and 14 having loose corred connections and they seem to have a 0.0 dB SNR. Could it be that the techs didn't fix this line so it's still leaking? I'm still getting a good amount of packet loss.

The tech didn't actually fix anything...looks like more of a band-aid.

still bad.. Is this a house or an apartment building...? Do you have cable TV?

DS loss is not as bad,  by 8-10 dB but the US only got a couple dB better. I'll bet there's corroded connectors inside or outside... See if everything looks new. take a photo of the outside grounding block....

 

 They got some sort of splitter out of the line but didn't fix the ingress.
