Take photo of the pole tap, post link to it here, let's see if there's an extra port, If not, that may be an issue and you'll get a month free.
Be sure your complaint documentation is complete and in order. Take names, starting with names of the tech who signed off on your neighbor's installation, the tech for your in-home service call, and the numerous agents scheduling YOUR service restoration visit. Call the local billing office and service office daily. Bug the heck out of them! Send a weekly summary report to the local BBB and copy your state's Public Utilities commission.
Unfortunately, it is ABSOLUTELY ILLEGAL for you to climb up and reconnect your own cable.
