The manufacturers could build in cable modems and a cablecard slot to decrypt qam that they already tune but there's more profit in IPTV based Smart TV/ technology and Apps. And that too is in it's infancy.
The cable co's want to rent you DVR's as they don't have sufficient bandwidth to push 500+ channels through 50 year old technology and can delay it when bandwidth sputters
welcome to the world of encrypted Qam with PPV, MOD, SDV channel configurations.
There never was a cable converter short of the converter boxes that moved NTSC midband cable channels up into the UHF range 3+ decades ago.
All current devices replace your TV or VCR's tuner and you can now use a dumb computer monitor with most boxes
All the TWC boxes and HDHOMERUN seem like overkill.
Is there any such thing as a device you can plug in at the first place the cable comes into the home that would unscramble the channels and distribute the signal to all the TVs in the home without the need for boxes at every TV or the need for a Windows Media Center PC?
